"I am a journalist and I fast during Ramadan"

Currently I am in Singapore under Asia Journalism Fellowship programme. In India we celebrate Eid, here in South East Asia it is 'Hari Raya'. I asked my friend and AJF 2015 Fellow, Aidila Razak, why does she practices Ramadan fasting? While she is celebrating Hari Raya in Malaysia with family, here is our email conversation.

1. I would like to know your experience of following Ramadan. In detailed can you explain us, what is the inner peace and change you feel after following Ramadan fast? Is it like spiritual satisfaction or rational perspective? Or may be different than what I think?

  - I am not a very spiritual person in general so my experience of Ramadan does pale in comparison with others who say they feel inner peace and closeness with God during this month. However, I often use this month to consciously remember God, and with this I find myself trying to be more patient, kinder, more thoughtful and to count my blessings. I cannot really explain it, but i do feel more centred when I am fasting during Ramadan ­ more calm. There is also the praying, which in a way helps me feel more grounded. Muslims pray five times a day ­ this is one of the five pillars of Islam ­ but I am pretty bad at this. I try harder during Ramadan because I feel I should do so if I am also fasting. Each prayer is just 5 minutes, but praying throughout the day reminds me that there are things bigger than myself. Also, i like how my body for feels during Ramadan. It feels like a detox!

2. How do you deal with your hunger and thirst when you are fasting? You are a active journalist. Living in a humid country and not taking leave when you are working, does it affect your stamina? Do you change your duty? Do you feel pale or tired through out the day? Or is it just normal day? How do you control temptation because your colleagues and many other people are drinking, eating in front of you.

 -It's a normal day. I have been fasting since I was 8 years old so it really does not feel like a big deal. I get more thirsty than hungry, to be honest, especially if it's a very hot day and I am doing a lot of running around but you'd be surprised at how fast time flies when you're busy.

3. Before breaking your fast, do you pray? How does that very moment look like for you? When I saw many Muslims praying before breaking fast I see they are talking to Allah....

-  I should pray five times a day ­ i usually miss at least one, for various reasons. The prayer times is at dawn, afternoon (anytime between 1.30­4.30pm), evening (anytime between 4.30­7.30pm), at dusk (anytime 7.30­8.30pm) and night (anytime 8.30pm til dawn). It is a ritual, so there are specific verses of worship which we read and movements we do as a form of supplication. If you watch the Muslim prayer closely, you will see the person making themselves seem smaller and smaller (to God). We end the prayer by giving salam (greetings of peace) to two angels we believe are always with us at either side of our shoulder, and then we talk to God in our words, to give thanks, maybe ask for help or sometimes just to chat. In school we are taught to use formal language out of respect, but I often don't because I want to be personal with God. He has already heard my deepest personal thoughts, so why bother going all formal with what I say in a prayer.

4. How many days you have to follow this fast in a year?

- 28 days.

5. When you break the fast, you are eating almost after 8­9 hours. Does eating after such a big gap affects your health? According to all dietitians we should eat after 2 hours otherwise it affects our body­mass ratio. Do you eat too much when you break fast? Let’s, put this way ­ How to you manage cycle of fasting and eating?

 -We are encouraged to wake before dawn to eat before starting our fast, even if it is just to drink a glass of water. So this is like a heavy breakfast to last us until dusk. It is not advisable to binge when we break fast, but it is encouraged to break the fast with something sweet for a jolt of energy. (Many people have huge meals when they break fast though and restaurants offer huge all you can eat buffets...) Although i feel better after fasting, it doesn't mean I lost weight. Most people don't lose weight during fasting month, which makes me suspect the effect is negligible on BMI. Do dietitians encourage eating every 2 hours? I hardly do this even when I am not fasting.

6. Did your parents, family values forced you to follow Ramadan or by choice you are following it?

 -My parents never forced me to do anything. At the age of 3 or 4 I didnt shower for several days because I refused and my parents let me. This gives you an idea of their way of parenting. But everyone in my family fasts. They may not pray but they fast. Fasting is part of culture and you'd be in a minority if you don't. There is, however, social pressure and in Malaysia, adult Muslims are not allowed to eat in public during Ramadan. (They can do so in private if they are, sick, old, have their period etc). I don't do it due to pressure though.

7. Have you ever thought not to follow Ramadan fasting? Rebel against your religion? Or you think there is no need to rebel against it?

 -This is my month of remembering God. I did it in Australia, in the US (16 hour day of fasting because it was summer and daylight hours were longer) and in Singapore when no one was there to slap a fine on me if I didn't or give me pressure to do so. Worship is highly personal, and this is my form of worship.

 8. During menstrual cycle one has to break the fast. Do you think this is a good freedom given by religion or do you think it is a regulation on women?

 -Menstruating women are put in the same category as breastfeeding women, the old, the sick and others for whom fasting may be detrimental. So I see it as a kind concession. Some people have debilitating period cramps and feel faint during these times, so fasting would be quite hard. I was taught that to not do harm to body and mind is a key teaching of Islam ­ a 'maqasid syariah' (aim of Islamic teaching).

9. Do you think menstrual cycle should not affect women's right to fast during Ramadan? Isn’t it a natural thing?

 -Why stop fasting? As above. FYI, one is obliged to "pay back" the days in which one did not fast during Ramadan. I.e if one didn't fast a 7 days because of periods, then one has to fast on any 7 days in the year before the next Ramadan to "repay" the debt/obligation. And if one is unable to do so due to health reasons etc, one can instead give a stipulated amount of food to those in need (eg N cups of rice for a day of not fasting).

10. I can see that you are very liberal and a progressive rational journalist, having said that when we understood that you are following Ramadan and a practicing Muslim, eyebrows rose. How do you explain you being a practicing Muslim and being a non biased, secular journalist?

 -I am not secular because I adhere to a religion and have faith. But this is in my personal life. It does not affect my work just as being a woman does not affect my ability to report on women issues objectively. Similarly me being Malay doesn't mean I cannot report on ethnic tensions fairly, even if it involves my own race. In fact even in my personal life, i never impose on others my way of living. I expect the same courtesy from others. I believe all liberals should be the same. Let people choose how they want to live their lives, as long as they are not hurting others.

11. Last question, do you think have any concerns about Religious practices which bring regulations or limitations on Woman's rights or freedom? Like Hijab and may be some more issues which we are not aware of?

 -There are varying interpretations of women's rights in Islam. Some argue the more conservative views ­ women must have permission from husband to leave the home etc ­ arose from the fact that the earlier scholars who interpreted the Quran and/or prophetic traditions were men living in patriarchy. When Islam came, the Arabs were burying their newborn daughters for eg, but Islam banned this. Islam gives women the right to prenuptial agreements, inheritance etc. The Prophet's wife Aishah led battles on horseback, but in Saudi today, women are not allowed to drive purportedly due to syariah. There is also the need for a 'wali' or guardian who 'gives permission' for a Muslim woman to marry. (Her father or brother or uncle) But increasingly, people are opting to have a judge act as a wali, which is also acceptable. Although women are given the right to seek divorce (fasakh), the bureaucracy and attitudes against divorce in the syariah courts means women can take years to get a divorce when a man can just utter the talaq (pronouncement) of divorce in court and be done with it. Talaq is seen as a the man's absolute right, but a woman must convince a judge for her to claim fasakh. That said, yes, the hijab can be limiting if one wants to be a gymnast for example.

Outside of that, as a Muslim woman in Malaysia, I have a lot of freedom ­ just about the same as my non­Muslim female friends. There is religious policing in Malaysia to a certain extent ­ the syariah law in Malaysia bars Muslims from drinking alcohol in public or engaging in premarital sex (in private!! Nosy neighbours can be a pain), for eg, but this infringements on civil liberties affects all Muslims, not just women. However, a non­practising or lax Muslim woman is more visible than a man, because men don't really have to dress a certain way to adhere to religion. Men's aurat, or dress code for modesty, is between their belly button to their knee so wearing jeans and a shirt is already adherent. Even so, because society is still patriarchal, a female Muslim gymnast not wearing the hijab and exposing her legs is condemned, while a male Muslim swimmer in swim trunks and not covering himself above the knee is let off without a word of criticism. There are social pressures to don the hijab, to do this or that to avoid sin, but my belief is that sin is between me and God so it's really no one else's business. As a Muslim woman in KL, i am still able to assert that. I admit others in different families or countries do not have the same freedoms.

Political Padyatra, Suicides and Media

The auto-taxi strike supported by Shivsena was declared on Thursday, which left me wondering how to get to the airport at 4am for the 5.55 AM flight. I know I could have booked an Ola or Uber but I am a bit old fashioned. I prefer Kali Pili. I picked up a torch and started exploring with bare luggage on my back. When most of the Mumbai is sleeping, stray dogs are awake, leaving me petrified. I finally got a cab at the signal. But he refused to run on meter. My rush forced me to concede and we mutually decided an amount. Reached on time at airport. But the kiosks that help you to get boarding passes were not working, which left me stranded in a queue. 

I Landed in Nagpur and started journey towards Shahapur, in Amravati district at around 7 30am. Posters welcoming Rahul Gandhi had occupied the vicinity of the airport. After a few kilometres from airport, we encountered a series of potholes not allowing us to increase our speed. I wish Rahul Gandhi or Ashok Chavan had taken this route! It is unimaginable to travel on daily basis through suck bumpy roads. Can a Mumbaikar envision a deluge of potholes on the Western or Eastern expressway? No we can't imagine. We have become used to the concept of polished roads merely in cities. Rural areas deserve to be spotty because a high profile leader rarely travels through them.

Cutting the distance, we reached Dhamngaon. We picked up Aaloo Bhonda (Batata vada) and Samosa to eat from a shop (Tapari). Then we accelerated and rushed to old Dhamngaon, Shahapur. At the railway gate, two girls were begging for food and money. We didn't oblige. I am still wondering whether we should have. Those were not migrants but minor girls from Pardhi community. Acche din have yet to arrive in their lives.

Therefore, upon entering the area I thought that no one could bring justice to families where farmers have committed suicide. In Amravati division alone, which includes five districts of Vidarbha, 297 farmers have committed suicide since January this year. But only 131 of them declared eligible by government for rehabilitation and further assistance. 69 were rejected saying ineligible and 97 cases are still under scrutiny of government. If we go back to 2000, in Amravati division10,086 farmers committed suicide and only 4,010 were declared eligible. In entire 11 districts of Vidarbha region from January to April 2015, 512 Suicides have happened, claims Vidarbha Jan Andolan Samiti, In Maharashtra from January to April 2015, 1160 farmers committed suicide. So if we count, since 1995 to 2015 in Maharashtra 64,520 farmers have ended their lives. 

Before this trip, I was in Amravati in 2011, to understand and cover farmers’ suicide issue for a regional television channel (IBN LOKMAT). I learnt how relief package given by then Prime Minister Dr Manmohan Singh had eaten up by corruption. From irrigation to livestock distribution, everything was goofed up. In 2006 Dr Manmohan Singh himself had visited this area. Had a dialogue with farmers, experts and family members. Appealed to them not end the life and assured the government support. 

Today on 30th April 2015 situation has only worsened. Narendra Modi government came to power 11 months back, but Congress led government ruled the State and at national level for 15 long years. Rahul may be blaming Modi for farmer’s quagmire but they actually aftershocks of UPA's bad government & governance. The agrarian crisis did not start overnight. Since 15 years all parties have failed to bring relief to the growing crisis on field. But, keeping aside my homework and analysis I focused on the ground.

Police with pistol on wrest belt was standing at a corner. People with flowers garland in hand and curiosity on faces gathered in every nook and corner. It looked festive. Roads were blocked at few points by SPG and maharashtra police for security reasons. Poor cycle riders, bike riders were stopped by police. People eagerly waited for almost an hour. Meanwhile police completed garland checks that were about to embrace Rahul. Considering the threats to Rahul Gandhi in such public events, police were not ready to take any risk. Some of the locals felt this was rude and insulting to farmers but there was no compromise in security check up. Barricades were put up at one side, Rahul Gandhi was supposed to come from Gunji village where he had reached at 7 in the morning. He had visited two families of farmers who committed suicide. He started his day at 5 30am from Nagpur to Gunji (Taluka - Dhamngaon) via car traveling 145 km. Then at 7 45 am he visited Nilesh Walke's house, who committed suicide. Then he went at Ambadas Wahile's house. After spending 20 minutes with family members, Rahul started his 4km Padyatra from Gunji to Shahapur. At 10 20am he entered Shahapur, where we were waiting. 

Before Rahul came in the picture, almost 20 vehicles arrived from unconstructed road, spreading dust in the area. Bomb defusing squad was attraction for many people as it was visually different than other vehicles. Then came Rahul donning a branded cap, sports shoes, starched white kurta- paijama. He was walking in super speed putting his arm around farmers shoulders, talking to him, waiving hands to crowd, responding politely with a smile. Rahul Gandhi zindabad slogans were given. Everyone tried to go closer to him. But, it was not possible unless the person was selected by Rahul on the spot or by party in advance. 1100 police from Maharashtra Police force, SPG and Reserved police force team surrounded Rahul. Big ropes were used to create circle around Rahul. With identity cards or passes, police were allowing to get inside that circle. Fire brigade vehicle, ambulace, a tempo-truck carrying all media photographers and videographers were given priority as they followed Rahul’s route. "Since last three days we are on Rahul's security duty. We have arrived here before he landed. Done road recce. This temperature is exhausting. But we are focused", Said an SPG staff member. Every now and then, the seniors would reorganize the staff.

People were standing at both sides of roads, in the galleries. Some tried to pass written requests to Rahul. Rahul was accompanying his team from Delhi, few TV journalists also landed from Delhi with Rahul. Youth congress national president Amarinder Singh Raja Brar, Mohan Prakash, Mukul Wasnik, Avinash Pandey, Manikrao Thakare, Radhakrishna Vikhe Patil, Vishwjeet Kadam, Charulata Tokas, Rajiv Satav, Virendra Jagtap, Harshvardhan Sakpal were present in the Padyatra. Sonia Gandhi loyalists former CM Prithviraj Chavan, Sushilkumar Shinde, Narayan Rane, Harshavardhan Patil, Sanjay Nirupam, Vilas Muttemwar were absent from the national event. 

Jagtap shared his experience of Bhatta Parsula where he was the convener of Rahul's rally. "Whether it is Kedarnath, Punjab visit or this one, Rahulji's energy is amazing. It has already surprised many. It is not only about physical fitness, one needs determination and focus to deliver such performance." While talking we took a break for drinking a glass of cold water, which was provided at every 100 meters by party workers. Some workers provided lemon juice too. Media persons were busy in recoding bytes and getting emotional content on camera. Some were discussing in front of the family members where farmer had committed suicide about how many 'case study' one has covered. Rahul visited 9 families of farmers and conducted an open dialogue with them twice. Once Rahul left front the farmer's house, television reporters used to stand in the queue. Only language of the interviewee changed. Same questions. Same family members used to answer it in either Marathi or Hindi. Some family members could not speak hindi, so TV reporters were not interested in them. Quick bytes and stand ups from rural houses were done. Local journalists and few outside journalists were offered food by some of the families. Knowing in advance that today including Rahul Gandhi many people will visit their house, these farmers had prepared extra food. Journalists who were also tired running behind Rahul's speed had quick byte of Chapati or Bhakari or Rodge and continued their journey.

An old lady tried to get glimpse of Rahul from the wooden barricades was guided by other lady. "See that fair man. He is Rahul." The intruding of media people upset women sitting for four hours waiting for open dialogue at Hanuman temple. Not bothering about their inconvenience, media tried to get shots of Rahul Gandhi. So, focus was Rahul Gandhi and not the poor suffering farmers or his concerns. Farmers and their issues were secondary in overall coverage. Still some locals are optimistic. "We know, this trip won't change our lives drastically but we are sure our issues will be highlighted. Rahul will take up our problems in Loksabha. Even that is enough for now. Because not a single minister visited us in recent times. Suicide has become an epidemic. Rahul will ring a national alarm," a farmer told me.

Rahul completed his Kisan Savaad Padyatra after 15 km walking at the Tongalabad village where four farmers have committed suicide in a single village. "MPCC had not proposed this route or tour. After agricultural minister's controversial statement in parliament, Rahul decided to visit Punjab and Maharashtra farmers. He is even planning to visit Telangana. Delhi team has selected Tongalabad village and then based on that we planned entire 11 hours schedule of his one day visit to farmers," said a source at MPCC. 

Loan recovery notices by banks, loan taken from private money lenders, fertilisers prices and availability, seed quality, weather insurance, MSP (maximum support price) rate and reality, marketing problems, financial assistance of crop losses due to drought, unseasonal rains, electricity bills, load shedding, agriculture pump bills, non availability of irrigation facilities these are the topics farmers were constantly raising in conversation with Rahul Gandhi and journalists. "We expect that you will raise your voice for these issues in parliament like you have done against land bill," said a farmer. Radhakrishna Vikhe Patil explained him what are the lacunas in crop insurance policy and how it can be tackled. Rahul listened to each voice. Farmers said goodbye to him, hoping 'Delli had understood my issues.' When Rahul addressed media, many farmers gathered to catch sight of him but they were kept at distance, some of them tried to climb the wall and watch him speaking directly. Clicking Rahul's pictures on mobile phone was another satisfaction for locals.

Entire route and at all villages, where Rahul visited, crowd left so much of plastic glasses and empty plastic bags of water, the BJP could start 'Swach Bharat Mission'. Unaware of the real issues on ground faces by farmers, a war of words broke out on Twitter and social media on Rahul's Padyatra. From Kadyatra to seasonal opponents, they asked, "how many years until his next visit?"

Former CM and MPCC president Ashok Chavan challenged these opponents. "can you take such Padyatra? Do it. We have not stopped you."

Kalvati effect

Rahul Gandhi's visit to Vidarbha's Kalavati had attracted a lot of criticism for not following up. Sulabh NGO helped her financially. This time Rahul made it categorically clear, "I am not here to offer any promises to farmers. State and central government should do that. I am here to assure them that my party is with them in their bad times." 

Rahul's close supporter MLA Jagtap clarified this stand saying, "If farmers or local started such financial help expectations from such political visits then, we have to stop this one day because that is not the motive behind such study visits or courtesy visits. Media should also understand this." 

Local farmers cannot afford sports shoes to walk on the road. They undertake a daily padyatra in their farm barefoot. Rahul has his political yatra but farmers Padyatra will continue until next leader bothers to come to their house.

मोदी आणि मोदींच्या विकास मॉडेलच्या दंतकथा!

नरेंद्र मोदींच्या लाटेवर त्यांचे चाहते इतके स्वार झालेत की आता त्यांचं वर्गीकरण ‘भक्त’ असं करता येईल. भक्तिमार्गावर पोहोचलेल्या मोदींच्या चाहत्यांमध्ये मोदी आणि त्यांच्या विकास मॉडेलमधील गुण-अवगुण पाहण्याएवढी वस्तुनिष्ठता उरलेली दिसत नाही. अत्यंत त्वेषाने, द्वेषानं आणि सूडाच्या भावनेने ’16 मेची वाट पाहा’, असे चित्कार सोशल मीडियावर ऐकू येतात. गुजरात विकास मॉडेल देशपातळीवर राबवलं जाणार असल्यामुळे आता गुजरातच्या भूमीमध्ये जाणं आणि हे विकास मॉडेल पाहणं फारच जिज्ञासेचं काम होतं.

सलग सहा महिन्यांत दुसर्‍यांदा ‘मोदींच्या गुजरात’मध्ये आमची टीम पोहोचली. ही भूमी मोदींची आहे, तशीच ती महात्मा गांधींची आहे… अहमदाबादमधल्या महात्मा गांधींच्या आश्रमातून 1930च्या दशकात राष्ट्रीय राजकारणाची सगळी सूत्रं हलली… विनोबा भावेंच्या वास्तव्यानं ही भूमी निर्गुण बनलीय!

जाती-धर्मातील तेढ आणि दंगलीचा इतिहासही गुजरातच्या या भूमीला आहे… मुद्दा हा आहे की कोणता वारसा पुढे सुरू ठेवायचा? आणि कोणता नाही? हे राजशकट चालवणार्‍या राज्यकर्त्याच्या हातात असतं. 2001-02 मध्ये साबरमती एक्स्प्रेसच्या डब्यात (कारसेवक ?) मारले गेल्यानंतर गुजरातचे तत्कालीन मुख्यमंत्री नरेंद्र मोदी यांनी ज्या पद्धतीनं राजकारण केलं आणि त्यानंतर पेटलेल्या दंगलीला आवर घालण्यात ते ज्या पद्धतीनं अपयशी ठरले, ते पाहता मोदींनी दंगलींचा वारसा पुढे सुरू ठेवला. पण सत्य, अहिंसा, शांततेचा गांधींचा वसा पेलण्यात ते कमी पडले, हे उघड झालंय. सरदार पटेलांचा करारीपणा आपल्या अंगात बाणवल्याची थोरवी मोदी ऐकवत असतात, पण धार्मिक तेढीबद्दल माफी मागण्याइतकं मोठं मन त्यांना करता आलं नाही. नरोडा-पाटियासारख्या दंगलीनं सर्वाधिक होरपळून निघालेल्या वस्तीमध्ये जाण्यासाठी मोदींची 56 इंच रुंद छाती धजावत का नाहीये? नरेंद्र मोदी दंगलीबद्दल माफी कधी मागतील? असा प्रश्न सतत विचारला जातोय. मोदींचं व्यक्तिमत्त्व हे माफी मागणारं व्यक्तिमत्त्व नाही, असं त्यावर उत्तरादाखल सांगितलं जातं.

पण 30 एप्रिलला अहमदाबादमध्ये मतदान केल्यानंतर याच नरेंद्र मोदींनी अहमदाबादमध्ये जनतेची क्षमा मागितली. ‘पूर्वी मी मतदानाच्या प्रचारासाठी गुजरातमध्ये अधिक वेळ देत होतो. या निवडणुकीत दोन दिवसातील फक्त 18 तास मी गुजरातमध्ये प्रचार केला,’ हातामध्ये कमळाचं चिन्ह घेऊन मतदानादिवशी मोदींनी सकाळी नऊ वाजताच जी क्षमा मागितली, त्याचा भावनिक प्रभाव मतदारांवर पडला नसेल का? कोणती क्षमा कधी मागायची याचा चाणाक्षपणा मोदींनी दाखवला, असं समर्थक म्हणतायत. पण हा राजकीय चाणाक्षपणा म्हणायचा की लबाडी?

आपला कुटुंबकबिला नाही… त्यामुळे मी भ्रष्टाचार-घराणेशाही करणार नाही, अशी दिंडी स्वत: मोदींनीच पिटली होती… पण कुटुंबकबिला नसला म्हणून काही मोदी हे अण्णा हजारेंप्रमाणे मंदिराच्या एका खोलीत वगैरे संन्यस्त जीवन जगत आहेत, असा गैरसमज करून घेण्याचं कारण नाही. गुजरातची राजधानी गांधीनगरमध्ये मुख्यमंत्र्यांचा आलिशान बंगला आहे. त्या बंगल्याबाहेर आणि राजभवन परिसराबाहेर जवळपास अडीच किलोमीटरपर्यंत कडेकोट सुरक्षा तैनात असते. तीच गोष्ट सचिवालयाची. महाराष्ट्रातल्या मंत्रालय परिसरात कधीही जावं, सर्वसामान्य नागरिकांचा वावर मंत्रालयात दिसतो. पण गुजरातच्या सचिवालयात ‘स्वर्णिम संकुल’मध्ये मात्र ‘बिग बॉस वॉचिंग’ परिस्थिती आहे. महाराष्ट्रात वर्षा बंगल्याबाहेर उभं राहून टेलिव्हिजन पत्रकार रेकॉर्डिंग करू शकतात, गुजरातमध्ये तशी परिस्थिती नाही.

मोदींच्या विकास मॉडेलबद्दल तर काय बोलावं? गांधीनगरमध्ये 27 एप्रिलला लुटारूंनी एका महिलेचं मंगळसूत्र चोरलं. त्यात ती महिला गंभीर जखमी झालीय. गुजरातमध्ये सर्वसामान्य महिला सोनसाखळी चोरांमुळे हैराण झाल्या आहेत. हेमाली मिस्त्री या 19 वर्षांच्या मुलीची हत्या फेब्रुवारी 2012 मध्ये करण्यात आलीय. एकतर्फी प्रेमातून तिच्या मानेवर आणि पाठीवर त्यानं चाकूनं हल्ला केला. हल्ला केल्यानंतर तिचा मारेकरी किशन शर्मा हा फरार झालाय. अमित शाह आणि नरेंद्र मोदींच्या नेतृत्वाखालच्या गुजरातच्या सक्षम गृहमंत्रालयाला हेमालीच्या कुटुंबाला आजतागायत न्याय देता आला नाहीये. हेमालीच्या कुटुंबावरची भीतीची छाया ‘पूर्णपुरुषोत्तम’ नरेंद्र मोदी दूर करू शकले नाहीत… या कुटुंबाला अखेर बडोदा सोडून जावं लागलंय. स्नूपगेटबद्दल तर आता विरोधकांसह सगळ्यांची बोलतीच बंद झालीय म्हणा की!

मोदींच्या इतिहासाला आता (अगदी गरिबीची पितांबरी वगैरे लावून) चकचकीत झळाळी देण्यात आलीय. त्यांची आई धुणी-भांडी करायची आणि मोदी चहा विकायचे वगैरे…! पण वस्तुस्थितीपेक्षा हे सारं वर्णन अत्यंत रंजक करण्यात आलंय. पण याच काळात मोदींनी त्यांच्या ऐन विशीतील 2 वर्षं नेमकी कुठं घालवली, याची खरी माहिती कुणालाच नाहीये. मोदी विवेकानंदांच्या आश्रमात होते, मोदी हिमालयात होते, मोदी तेव्हा भारतभ्रमण करत होते, अशा एक ना अनेक आख्यायिका रंगवून सांगितल्या जातात. एकूणच मोदींच्या व्यक्तिमत्त्वाभोवती जसं संशयाचं वलय आहे तसंच संशयाचं वलय त्यांच्या विकास मॉडेलभोवतीही आहे.

मोदींच्या गांधीनगरच्या बंगल्यामागे 500 मीटर अंतरावर बोरीज नावाचं गाव आहे. गांधीनगर नगरपालिकेच्याच क्षेत्रातच हे गाव येतं. या गावातील मताधिक्य हे काँग्रेसला जातं. कोणतं गाव कोणत्या पक्षाचं आहे, हे आता गुप्त राहिलेलं नाही. मोदींच्या गांधीनगरमध्येही अशी गावं आहेत, जी पारंपरिक काँग्रेसची आहेत. तर या बोरीज गावामध्ये रस्ता नाही आहे. पिण्याच्या पाण्याची वाताहत आहे. गटारातलं पाणी गाळून पिण्यापर्यंतची नामुष्की लोकांवर येते. नळाला येणारं अत्यंत बारीक धारेचं पाणी भरण्यासाठी झुंबड उडते. विजेचा पत्ता नाही. इथल्या महिला आणि पुरुष मोदींच्या नावानं बोटं मोडत होते. आम आदमी पक्ष वगळता कोणताच पक्ष या गावाची दुरवस्था बघायला तयार नाहीये. अगदी मोदीही!

बडोदा शहरातील राजघराण्याचे वंशज आणि काँग्रेसचे माजी खासदार सत्यजीत गायकवाड यांनी या विकास मॉडेलवर काही प्रश्न उपस्थित केलेत. महाराष्ट्राच्या मुख्यमंत्र्यांपासून ते सत्यजीत गायकवाडांपर्यंत अनेकांनी मोदींना विकासाच्या या मॉडेलवर चर्चेचं खुलं आव्हान दिलंय. गुजरात राज्यावर आता 1,85,310 कोटींचं कर्ज का आहे? 4,00,000 शेतकर्‍यांना अजूनही वीज कनेक्शन का पोहोचलेलं नाही? गेल्या दहा वर्षांत 5000 शेतकर्‍यांनी गुजरातमध्ये आत्महत्या का केल्यात? साठ हजार लघु आणि मध्यम उद्योग गुजरातमध्ये बंद का पडलेत? गुजरातच्या ग्रामीण भागात 30 टक्के गावांपर्यंत अजूनही रस्त्यांचं जाळं का पोहोचलेलं नाही? 3,819 गावांमध्ये पिण्याच्या पाण्याची सोय का नाहीये? कॅगच्या अहवालानुसार, गुजरातमध्ये 6,13,000 मुलं कुपोषित का आहेत? नॅशनल क्राईम रेकॉर्डनुसार, भ्रष्टाचारामध्ये गुजरात देशातलं सहावं राज्य का आहे? महिलांविरोधातील अत्याचारांमध्ये गुजरातमध्ये 39 टक्क्यांनी वाढ का झालीय? गुजरातमधले 10,00,000 तरुण आजही बेरोजगार का आहेत? आशियातील मुस्लिमांची सर्वात मोठी झोपडपट्टी गुजरात राज्यात का आहे? नॅशनल सॅम्पल सर्व्हेनुसार, गुजरातमध्ये 2923 झोपडपट्ट्या का आहेत? गुजरातमध्ये शाळागळतीचा मुलांचा दर 57.9% इतका का आहे? (भारतातील मुलांचा शाळागळतीचा दर हा 49.3% आहे.) गुजरात सरकार केवळ खासगी शाळांनाच प्रोत्साहन का देतंय आणि सरकारी शाळांना का नाही? गुजरातमधील शिक्षक – विद्यार्थी प्रमाण हे 1:52 का आहे? (राष्ट्रीय प्रमाण 1:32 आहे.) गुजरातच्या सरकारी प्राथमिक आरोग्य केंद्रात डॉक्टरांची 33 टक्के कमतरता आहे. स्पेशालिस्ट डॉक्टर्स, नर्सेस यांचीही गुजरातमध्ये कमतरता का आहे? फाळणीच्या काळात गुजरातमध्ये येऊन स्थायिक झालेल्या शीख शेतकर्‍यांच्या समस्या का सोडवल्या जात नाहीत? त्यांचे जमिनीचे हक्क का हिरावून घेण्यात आलेत?’

मोदींचे समर्थक म्हणतील, हे प्रश्न महाराष्ट्रातही आहेत आणि इतर राज्यांतसुद्धा. म्हणजेच गुजरातचं विकास मॉडेलदेखील हे प्रश्न सोडवू शकलेलं नाहीये. त्याबद्दल प्रश्न उठवायला आणि विचारायला वावच दिला जात नाही. राष्ट्रीय मीडियाच्या माध्यमातून गुजरातचा रंगरंगोटी केलेला चेहराच दाखवला जातो. गुजरातमध्ये विकास झालाय. अहमदाबादमध्ये रस्ते रुंद असल्यानं BRTS राबवण्यात आली. केंद्राच्याच निधीवर त्याची अंमलबजावणी झालीय. साबरमती रिव्हर फ्रंट योजनाही केंद्राच्या निधीवर तिथं राबवण्यात आलीय. चकचकीत गुजरात हा असा केंद्राच्या-यूपीएच्या सहकार्यातूनच घडलाय ! निव्वळ मोदींच्या करिष्म्यातून नव्हे ! खुली चर्चा केली, सत्य सांगितलं तर हे मॉडेल समोर येईल आणि मग दंतकथा खपणार नाहीत, अशा भीतीतून खुल्या चर्चेचं आव्हान स्वीकारलं जात नाही का?

योजनांचं गाजर आणि भारत निर्माण

राज्यात मंत्रिमंडळाचा विस्तार करून डॅमेज कंट्रोल करायचा केविलवाणा प्रयत्न केला जातोय. दुसरीकडे, केंद्रात आणि राज्यात मोदींची लाट होती म्हणून आमचा पराभव झाला, हे पालूपद बड्या बड्या दिग्गजांकडून गेले अनेक दिवस आपण एेकतोय, पण यूपीए I आणि यूपीए II सरकारच्या ‘भारत निर्माण’ कॅम्पेनला भाजपच्या इंडिया शायनिंगप्रमाणे का नाकारण्यात आलं? महाराष्ट्रात महत्त्वाकांक्षी योजनांचा कसा बोजवारा उडाला? हे तपासलं की घोडा का अडला, ते समजेल.

अन्न अधिकार कायदा
राज्यात अन्न अधिकार कायद्याच्या अंमलबजावणीमुळे काँग्रेसला मतं मिळण्याएेवजी काँग्रेसविरोधात मतं पडली. कायद्यानुसार लाभार्थींना भरड धान्य देण्याचं गाजर दाखवण्यात आलं, पण प्रत्यक्षात भरड धान्याच्या पुरवठ्यासाठी राज्य सरकारनं कोणतीही तजवीज केली नाही. त्यामुळे मॅडमच्या राजहट्टापोटी योजनेची अंमलबजावणी सुरू झाली खरी पण तळागाळापर्यंत अन्न अधिकार पोहाेचला नाही, त्याएेवजी गरिबाच्या तोंडचा रेशनचा घास काँग्रेसनं काढून घेतला, असंच जनमत तयार झालं. केंद्राच्या कोट्यापेक्षा जास्त निधी देण्याचं व्यावहारिक राजकीय धाडस दाखवताना आघाडीच्या सरकारलाच लकवा भरला, त्यामुळे अंत्योदयच्या लाभार्थींना अन्न अधिकार कायद्याचा योग्य लाभ मिळाला नाही. अन्न अधिकार कायद्याआधी त्यांना मिळत असलेल्या धान्यापासून वंचित राहावं लागलं. एका दिवसात फर्मान काढून १२ कोटी जनतेमधून लाभार्थींच्या याद्या बनवण्याचा उद्दामपणा सरकार आणि मंत्र्यांनी दाखवला. याविरोधात आवाज उठवण्याचं भान आम आदमीचे प्रतिनिधी म्हणवणाया विरोधी पक्षाला उरलं नाही. पराभवाच्या चिंतनादरम्यान सत्ताधारी आणि डिपाॅझिट जप्त झालेले विरोधक यावर विचार करतील, अशी आशा करूया. जाहीर सभांमध्ये जेवणावरचं बोलायचं होतं तर, चिकन सूप आणि बटाटेवड्यांपेक्षा रेशनिंगचे प्रश्न मांडता आले असते, पण जनतेशी नाळ तुटलेल्या नेत्यांना कृष्णकुंजपलीकडचं विश्व दिसलंच नाही.

डायरेक्ट कॅश ट्रान्सफर
मॅडमच्या नॅशनल अॅडव्हायजरी कौन्सिलच्या सदस्यांचा आणि देशभरातल्या डावीकडे झुकलेल्या सर्व सामाजिक कार्यकर्त्यांचा हिरमोड करत थेट कॅश ट्रान्सफर योजना अंमलात आली. टप्प्याटप्प्यानं सुमारे ८० हून अधिक योजनांच्या निधीवाटप आणि आर्थिक परताव्यासाठी थेट कॅश ट्रान्सफर वापरली जाणारेय. महाराष्ट्रात स्काॅलरशिपच्या वितरणात थेट कॅश ट्रान्सफरमुळे मोठे गोंधळ झाले. अखेर सरकारला डेडलाईन वाढवून द्यावी लागली. बोगस लाभार्थी, काळाबाजार आणि भ्रष्टाचार थांबवण्याची क्षमता असलेली थेट कॅश ट्रान्सफर अपयशाकडे का झुकली? LPG गॅसची सबसिडी थेट बँकेच्या खात्यात जमा करण्याचा निर्णय मागे घेण्याची नामुष्की का ओढवली? कारण बॅकएंडला बँकिंगचं जाळं, याद्यांची फेरतपासणी, लाभार्थींपर्यंत निणर्याची योग्य ती माहिती पुरवणं याची तसदी ना राज्यानं घेतली ना केंद्रानं. LPG ची सबसिडी खात्यात जमा करणं बंद करण्याचा निर्णय झाल्यावर आधीच्या ज्या लाभार्थींचे पैसे जमा करणं बाकी होतं, त्यांचाही यंत्रणांना विसर पडला. मुंबईतील गोवंडीसारख्या गरीब, मध्यमवर्गीयबहुल भागात ही सबसिडी परत मिळण्यासाठी मोर्चेही निघाले, पण लक्षात कोण घेतो?

युनिक आयडेंटीफिकेशन नंबर देऊन प्रत्येक भारतीय नागरिकाला स्वत:ची पहचान देण्याचा पोकळ महत्त्वाकांक्षी प्रयत्न ही तर यूपीए सरकारनं स्वत:चीच करून घेतलेली फजिती ठरली. सुप्रीम कोर्टामध्ये या प्रकल्पाची घटनात्मक वैधता केंद्राला पटवून देता आली. नंदन निलकेणींना निवृत्तीनंतरची सोय करून दिली, असा आरोप विरोधकांनी केला होता, निलकेणींच्या उमेदवारीनं हा आरोपही काँग्रेसनं खरा ठरवला. आधार कार्ड हा रहिवासी दाखला म्हणून ग्राह्य मानता येणार नाही, असाही अव्यावहारिक निर्णय यूपीए २ नं घेतला. भारतासारख्या देशात जिथं रहिवासी दाखला हा अत्यंत महत्त्वाचा कागदी पुरावा आहे, तिथं हा निर्णय घेतल्यानं जनतेचा रोष सरकारला सहन करावा लागला. आधारसारखं डाॅक्युमेंट काढणं हे निरुपयोगी सरकारी काम अशा लाखोल्या वाहिल्या जात होत्या. एकूणच, आधारसाठी करावा लागणारा खटाटोप आणि त्याची उपयुक्तता याचा ताळमेळ बसला नाही.

राजीव आवास योजना
गरिबाला घराचा हक्क मिळवून देणारी राजीव आवास योजना, असे ढोल जाहिरातीतून पिटण्यात आले. पण प्रत्यक्षात शहरी झोपडपट्ट्यांचं अधिकृत घरांमध्ये रूपांतर करणारी ही योजना मुंबईसारख्या शहरात सपशेल अपयशी ठरली. त्याची अंमलबजावणी सुरूच झाली नाही. आपच्या ईशान्य मुंबईतील उमेदवार मेधा पाटकर यांनी याबद्दलचे प्रश्न उठवले. जाहिरातींमधून दाखवली जाणारी योजनेची प्रतिमा आणि वस्तुस्थिती याचा फरक मतदारांना दिसत होता, मतपेटीतून तो राग त्यांनी व्यक्त केला.

राजीव गांधी जीवनदायी योजना
पायलट प्रोजेक्ट म्हणून राबवली जात असलेली ही योजना सोनिया गांधींच्या उपस्थितीत डामडौलात राज्यस्तरावर लागू करण्यात आली खरी. पण मुंबईसारख्या शहरात मोठमोठ्या खाजगी – चॅरिटी हाॅस्पिटल्सनी ही योजना राबवायला स्पष्ट नकार दिला. ज्या सरकारी हाॅस्पिटल्समध्ये या योजनेच्या लाभार्थींना उपचार दिले जातात त्या हाॅस्पिटल्सचा वैद्यकीय खर्चाचा परतावा सरकारकडून वेळेत दिला जात नाही. त्यामुळे अंतिमत: जीवनदायीअंतर्गत आलेल्या रुग्ण दाखल करून योग्य उपचार देण्यामध्ये टाळाटाळ केली जाते.

शालेय शुल्क नियंत्रण कायदा
२०११ साली महाराष्ट्राच्या विधिमंडळानं शालेय शुल्क नियंत्रण कायदा मंजूर केला. पण केंद्राकडून-राष्ट्रपतींकडून मंजुरी मिळायला २०१४ साल उजाडलं. राज्यातल्या आघाडी सरकारच्या काळात होत असलेल्या शेवटच्या पावसाळी अधिवेशनानंतर हा कायदा लागू करण्याची प्रक्रिया सुरू होईल म्हणजे यंदाचं २०१४-१५चं शैक्षणिक वर्षही नव्या कायद्याच्या अंमलबजावणीविनाच जाणार हे निश्चित. एकीकडे शिक्षण हक्क कायदा आणल्याचं क्रेडिट यूपीएनं घेतलं, पण शिक्षण देण्यासाठी संस्थाचालकांकडून होत असलेल्या राजरोस लुटीवर नियंत्रण, खर्चातील पारदर्शकता मात्र आणली नाही. अनेक राजकारणी हे संस्थाचालक असल्यानं हितसंबंध राखण्यात जनतेचा विश्वास सरकारनं गमावला. ही यादी आणखीही मोठी होईल, पण जनतेनं सरकारच्या डोळ्यात घातलेलं आणखी थोडं अंजन पाहू.

सावकारी नियमन कायदा

यूपीएच्या-आघाडी सरकारच्या काळात शेतकऱ्यांच्या होणा-या आत्महत्या रोखण्यात जगद्विख्यात अर्थतज्ज्ञ डाॅ. मनमोहन सिंग आणि महाराष्ट्राचे जाणते राजे पवार साहेब या दोघांनाही लाजिरवाणं अपयश आलं. या आत्महत्यांचं मूळ जसं सिंचनाच्या भ्रष्टाचारात होतं तसंच ते फायनान्सिंगच्या गैरसोयींमध्येही होतं. बेफाम सावकारीला लगाम घालण्यासाठी कोपरापासून ढोपरापर्यंत फोडण्याची भाषा गृहमंत्र्यांनी केली, पण कायद्यात दुरुस्ती करायला २०१४ साल उजाडलं. गेल्या १५ वर्षांत ज्या वेगानं आणि हावरटपणानं सावकारांनी शेतक-यांच्या जमिनीचा कब्जा घेतलाय, त्या केसेसमध्ये हा कायदा गैरलागू ठरवलेला आहे. सहकार खात्यात अधिका-यांनी अनेक केसेस दाखल करून घ्यायलाही नकार दिला होता, त्या सर्वांची फेरचौकशी करायची मागणी करण्यात आली. पण मस्तवाल लोकप्रतिनिधींना आत्महत्येच्या फासात अडकलेल्या शेतक-याचा शेवटचा शब्द एेकायचीही शुद्ध उरली नव्हती.

राजकीय पक्षांतर्फे भरवलेल्या जनता दरबारात मंत्र्यांनी सतत मारलेल्या दांड्या, जनतेने मांडलेली गा-हाणी एेकण्याएेवजी कानात भरलेलं सत्तेचं वारं यूपीए आणि आघाडीला दिशाहीन करायला पुरेसं होतं. सत्तेत आलेल्या भाजप आणि मित्रपक्षांनी सत्तेचं वारं कानात जाऊ नये, यासाठी वेळीच काळजी घेतली पाहिजे, तभी अच्छे दिन आ सकते है!

कोयतं...

    भोपा गावात सहर्ष स्वागत करणाऱ्या कमानीखालून आमच्या गाड्या गावात आल्या. तळपतं उन्ह आणि धूळीचे हलके लोट यातून आम्ही थेट पोचलो ते गावकऱ्यांच्या गऱ्हाड्यात. कॅमेरा, गाड्या याचं अप्रूप वाटावं, इतकं मागासलेलं हे गावं. एका बोळातून आम्हाला नेण्यात आलं आणि माणसांनी भरलेल्या घरासमोर उभं करण्यात आलं. हेच ते घरं. पटेकरांचं घरं.

    

   विजयमाला पटेकर हिचा गर्भपाताच्या दरम्यान मृत्यू झाला आणि त्यानंतर अख्ख्या महाराष्ट्रात ही केस गाजली. विजयमालाच्या पोटात 16 ते 20 आठवड्यांचा म्हणजे 4 महिन्यांहून मोठा गर्भ होता. इतकचं नाही तर हा गर्भ मुलीचा होता. त्यामुळेच चार मुली असलेल्या महादेव आणि विजयमालानं गर्भलिंगनिदान करुन त्यानंतर बेकायदेशीर गर्भपातासाठी डाॅक्टरकडे धाव घेतल्याचा प्राथमिक अंदाज आहे. गावात गेल्ायवर अशीही माहिती कानावर आली की, विजयमालाचं हे खरं तर सहावं गर्भारपणं होतं. पाचव्यांदा तिला मुलगी होती म्हणून पिशवी साफ केली होती. पण सहाव्यांदाही तिला मुलीचाच गर्भ राहिला. डाॅ. सुदाम आणि सरस्वती मुंडे यांचं परळीतलं हाॅस्पिटल हे अशा प्रकारचे बेकायदेशीर गर्भलिंगनिदान करुन मुलींचे गर्भ पाडून देत असे, अशी माहिती महादेवला मिळाली. त्यामुळे शेजारच्या तालुक्यातून महादेव आणि विजयमाला डाॅ. मुंडे यांच्या हाॅस्पिटलमध्ये पोचले होते. पण गर्भपाताच्या दरम्यान विजयमालाचा मृत्यू झाला. गर्भपाताच्या नंतर तिला मोठ्या प्रमाणात रक्तस्त्रावही झाला. जो तिच्या जिवावर बेतला. डाॅक्टर मुंडे यांच्यावर कोणती कारवाई करायची, त्यामध्ये हलगर्जीपणा होतोय का हे सगळे प्रश्न ठळकपणे चर्चेला जात असताना या कुटुंबाची परिस्थिती जाणून घेण्यासाठी आम्ही भोपा गावात पोचलो.

    जिजा (एकनाथ आवाड) आमच्यासोबत होते. कारण, टीव्हीवाल्यांमुळेच माझ्या पोराला पोलिसांनी उचलून नेलं, असा राग महादेवची आई नीलाबाईच्या मनात होता. त्यामुळे अशा ठिकाणी जिजांची मध्यस्थी नसती तर पोचणं जिकीरीचं होतं.

  

   नीलाबाई दारातच बसली होती. तिच्यासोबत तिची चार नातवंड, बुढ्ढा आणि नातवंडांची आत्या म्हणजे महादेवाची बहीणही होती. विजयमाला आणि महादेवच्या या जगात जन्माला न आलेल्या 5 व्या मुलीसाठी स्त्रीभ्रूणहत्येचा प्रश्न सगळेजण मांडत होते. पण, त्यांच्या जन्माला अालेल्या या 4 मुलींच्या जगण्याचा प्रश्न देखील गंभीर होता. त्याकडे कुणाचं लक्ष नव्हतं. आई कायमची दूर गेली. आणि बाप तुरुंगात. गावचे लोक पायली पावशेर धान्य आणून आजीकडे देतात. त्यावर गुजराण सुरुय. महादेवसाठी कोर्ट कचेरी करायला, वकील लावायलाही नीलाबाईकड़े पैसा नाही. इतकंचं काय त्याला कोठ़डीत डबा द्यायला जाणं देखील त्यांना शक्य नाही. की, विजयमालाचं मृत्यूनंतरचं क्रीयाकर्म करणंही पैशाअभावी शक्य नाही.

    हा महादेव कारखान्यावरुन पैशाची उचल घ्यायचा. कारण, महादेव सोबत राबायला जोड होती, त्याच्या बायकोची. ऊसतोडणीसाठी असं एक जोडपं असेल तर त्याला कोयतं असं म्हणतात. या कोयत्याच्या भरवशावर अख्खं घरं चालतं. कारखानदार उचल देतो. मुकादम काम देतो. आणि संसाराला वंगण मिळतं. बीडी जिल्ह्यातले मजून मोठ्या संख्येने ऊसतोडणीसाठी स्थलांतर करतात. कोयतं असलं की, घरचं काम धाम पहाटेची भाकरी तर होतेच. सोबत हक्काचं काम मिळतं. कुटुंबामध्ये मुलगा जन्माला आला तर त्याची जोडीदारीण आल्यावर घरचं कोयतं तयार होतं. पण जर मुलगी जन्माला आली तर तिचं लग्न लावण्यासाठी हुंडा जमवण्याचा खर्च. शिवाय, मुलगी घराबाहेर जाणार त्यामुळे कोयतं तयार होत नाही. इतक्या साध्या संसार चालवण्याच्या गणितातून महादेवला मुलगा हवा होता. कुटुंबनियोजनाबद्दलचं अज्ञान, मुलगा हवा हा हव्यास आणि अठराविश्वे दारीद्र्य...अशा या बीडच्या स्थानिक परिस्थितीतून फावलं ते डाॅक्टर सुदाम मुंेडसारख्या मुलींच्या मारेकऱ्याचं.

    खरं तर पीसीपीएनडीटी कायद्यामध्ये गर्भलिंगनिदान करायला प्रवृत्त करणाऱ्या कुटुंबातल्या सदस्यांवरही कायदेशीर कारवाईची तरतूद आहेच. बीडमधल्या गरिबांची ही आर्थिक हतबलता त्यांचा मुलगा हवाचा हव्यास अधिक पोसते. तर, डाॅ. मुंडे कडे रीघ लावलेल्या बीडबाहेरच्या पेशंटची मानसिकता ही पैशातून आलेल्या मिजासीतून मुलीला मारुन टाकत होती. महादेव सारख्या अनेकांनी गर्भलिंगनिदान करुन आपल्याच पत्नीच्या पोटात वाढणारा मुलीचा गर्भ पाडण्यासाठी पोटाला चिमटा दिला. हजारो रुपयांची कर्ज काढली. तर दुसरीकडे, पैसा हातात खेळणाऱ्या कुटुंबाना वंशाचा दिवा हाच पुरुषार्थाचं प्रतीक वाटत होता.

  

    महादेवने पोलिसांना सगळ्यांत पहिल्यांदा दिलेल्या जबाबामध्ये खरी कहाणी सांगितली. पिशवी साफ करायला कसे गेलो होतो, आणि काय होऊन बसलं हे सगळं सांगितलंय. पण नंतर ही बातमी जसजशी आक्राळ विक्राळ रुप धारण करु लागली, तसं महादेवला सल्ला मिळाला. खरं बोलू नकोस. महादेवने आता त्याचा जबाबच बदललाय. महादेवच्या घरी जाईपर्यंत मला त्याची चीड येत होती. स्त्रीभ्रूणहत्या करणारा बाप असा त्याचा क्रूर चेहरा वाटायचा. पण त्याचं घरं पाहिल्यावर मला त्याची हतबलता समजली. त्याचं समर्थन मी करत नाहीय. पण, निव्वळ मुली मारण्याच्या क्रूर भावनेतून महादेवने हे कृत्य केलं नाही, ही त्याची बाजू समजून घेता आली. आपल्या पहिल्या चार लेकींची महादेव मायेने काळजी घेतो. प्रेमचंद आज असते तर त्यांनी महादेव वर अख्खी कादंबरी लिहिली असती, असं वाटून गेलं.....हे सगळं इतकं व्यापक आहे. मानवविकास निर्देशांकात बीड जिल्हा किती खालच्या क्रमांकावर आहे, याची चर्चा होते. बीडचे कारभारी असं बिरुदं मिरवण्यासाठी घमासान राजकारण तिथं रंगतं. पण, इथली गरिबी दूर करणं, कुटुंबनियोजनाची साधनं गावागावात माहिती करुन देणं, त्याबद्दल प्रचार करणं हे ना राजकारणी आज करत आहेत, ना सरकारची व्यवस्था.

   डाॅ. सुदाम आणि सरस्वती मुंडे यांच्या प्रकरणामुळे बीडची बदनामी होत आहे, असे सूरही एेकू येत होते. तर दुसरीकडे, महाराष्ट्रात अशा अनेक परळी आहेत, त्यांचं काय करणार, असा संतप्त सवालही विचारला जात होता. हा प्रश्न रास्तच आहे. कारण, केवळ डाॅ. सुदाम आणि सरस्वती मुंडेवर कारवाई केल्यानं किंवा राज्यातल्या स्त्रीभ्रूणहत्या करणाऱ्या डाॅक्टर्ांवर कारवाई केल्यानं हा प्रश्न सुटणारा नाही.

    हुंड्यांचा गंभीर प्रश्न, मुलींच्या सुरक्षेचे प्रश्न, परंपरांचा पगडा, स्त्रियांनाा दिलं जाणारं दुय्यम स्थान आणि पुरुषत्वाच्या भंपक कल्पना या सगळ्याचा जबरदस्त पगडा हटवणं हे देखील तितकचं गरजेचं आहे. मुलींचे मारेकरी असणाऱ्या डाॅक्टरवरच्या कारवाईमुळे केवळ या लढाईला कायदेशीर पाठबळ मिळेल. पण ज्यांच्याक़डे पैसा आहे, ते परदेशात जाऊन लिंगनिदान करुन मुली पाडतात. तर कुणी अत्याधुनिक तंत्रज्ञानाचा वापर करुन मुलीचा र्गभच राहू नये, याचीही दखल घेतो.

    बीड जिल्हा महाराष्ट्रात स्त्रीभ्रूणहत्येसाठी रेड झोनमध्ये मोडणारा जिल्हा आहे. दरहजारी पुरुषांमागे इथं मुलींचं प्रमाण झपाट्याने खाली येतंय. महिला राजकारण्यांनी गेल्या वर्षभरात मुलींना वाचवण्यासाठी यात्रा काढल्या. त्यातून त्यांची प्रसिद्धी अधिक झाली. मुलींचे जीव वाचण्याचं प्रमाण तुलनेने किती होतं, याचा विचार अंतर्मुख होऊन करण्यासारखी परस्थिती आहे.

   

    डाॅ. सुदाम आणि सरस्वती मुंडेंचे काळे कारनामे एकामागोमाग एक उघड झाले. त्यांच्या हातात कधीतरी बेड्या पडतीलच. पण केवळ डाॅ मुंडे यांच्या अटकेने बीडमधला मुलींच्या घटत्या संख्येचा प्रश्न सुटणार नाही. तसं जर कुणाला वाटत असेल तर ते साप समजून काढीला बडवण्यातला प्रकार होईल. प्रत्येकाला स्वतच्या घरात कोयतं हवंय. पण जर मुलीच उरल्या नाहीत तर कोयतं कसं बनेल, इथून प्रबोधनाची गरज आहे. कोयतं जुळण्यासाठी मुली वाचवा, असं म्हणणं हे अमानवी ठरेल. व्यक्ती म्हणून मुलींना जगायचा हक्क दिला पाहिजे. हे सगळं खरं आहे. पण पिचलेल्या गरिबिला माणुसकीची ही शिकवण पचत नाही. तेव्हा गरिबीला पचेल असा डोस महाराष्ट्र शासनाने तयार केला पाहिजे.

    डाॅ. मुंडेला दोष दिला जातोय. पण त्याच्याकड़े रांग लागायची, म्हणजे समाजालाही असे डाॅक्टर हवेच आहेत का, हा प्रश्न आहे. आणि या समाजाच्या मानसिकतेचं काय करणार, ती बदलत नाहीत तोपर्यंत कितीही हाॅस्पिटल सील झाली तरी असे कत्तलखाने सुरुच राहतील.
